The Regular meeting of the Sidney Town Board was called to order by the Deputy Supervisor at 7:00 p.m. on April 14, 2022, in the boardroom at 44 Grand Street, Sidney.  Prior to the meeting, bills were audited by the Board.

Highway DB Fund Vouchers:  22-8 thru 22-11 in the amount of $ 10,476.53 Motion by Mr. Hunt and seconded by Mr. Heath and carried. AYES: E. Wilson, P. Muratore, F. Selleck.  NAYES: None

Total Highway Vouchers: $ 29,389.09

CM Hospital Fund Vouchers: 22-50 thru 22-69 in the amount of $ 12,431.27 Motion by Mr. Hunt, seconded by Mr. Heath and carried. AYES: E. Wilson, P. Muratore, F. Selleck. NAYES: None.

Total Vouchers paid:  $ 92,391.16

CORRESPONDENCE: Letter from the Historical Association: Letter was for the Historical Association to appoint Michael Mason as the Town of Sidney Historian.

REPORTS/DISTRIBUTED:

 Monthly reports of Supervisor, Bookkeeper, and Town Clerk.  The clerk is submitting checks totaling in

$ 1,076.00 fees collected during March 2022.

REPORTS/ORAL

 HIGHWAY– Highway Superintendent- James Roberts: Highway Superintendent James Roberts asked for a motion to place the Town of Sidney Supplies bids ( Fuel and oil) for 2022 in the paper ( The Reporter) Motion was made by Mr. Hunt and seconded by Mr. Wilson and carried. AYES: B. Heath, P, Muratore,

 F. Selleck. NAYES: None

Spring Cleanup days for the Town of Sidney are scheduled for May 6th and 7th from 7:00 a.m. to 1:30 p.m. All items MUST be dropped off at the Town garage located on Road 23. 

Accepting: Metal: remove all wood and /or plastic, Appliances: signed statement required for Freon units, Computer & TV’s, Tires: rims MUST be removed, NO off-road tires accepted. 20 tires limit per individual. NO WOOD, BRUSH, CLIPPINGS, OR TRASH ITEMS. ( Glass, furniture, and the like)

 Fox Trot went well and with no problems.

 The highway crew dealt with a winter storm on March 12th and 13th and minor flooding on April 8th and 9th. Cold patching and sweeping are ongoing. During the winter, the highway crew plowed/sanded/ salted 65 times and used 2,858 yards of sand and 385 yards of salt same as in prior years.

  The mowing bids were open, and Velton was the lowest and came in at $2,500 for the season. A motion was made by Mr. Selleck to accept this bid and it was second by Mr. Wilson and carried. AYES: B. Health, B. Hunt, P. Muratore. NAYES: None on the bid for the Sidney Center playground and 3 other properties.

SUPERVISOR– Eric Wilson-  The Board of Supervisors postponed voting on a new ambulance service until the next meeting. There are three options, and the Supervisors want time to do some research.  

Mr. Wilson thanked N. Ouimet for all the work he did with the septic system at 44 Grand Street.

BOOKKEEPER– Karen Kropp: Nothing to report

TOWN CLERK– Sheila Paul:  May 2nd is the last day to pay at the Town office for the 2022 Town and County taxes. After that day all unpaid taxes will be returned to the Treasurer’s office in Delhi.

Big thanks to N. Ouimet, J. Roberts, C. Lambrecht for the new look in front of the building, with the big rocks.

COMMITTEE REPORTS

​Highway-Selleck & Wilson: Wanted to thank the village crew for the tremendous help they gave to the Town crew due to a septic system issue that occurred in the Town Building. Also want to extend a special thanks to Ouimet for dealing with this situation that was to be his vacation week.

​Hospital– Hunt/ Wilson: A new tenant could be coming into the hospital. Quimet received 4 quotes for a sidewalk to be installed at the hospital and Steve Clark submitted the lowest bid of $ 19, 200 to do all the work, except the blacktop. Motion made by Mr. Hunt to accept this bid and second by Mr. Wilson and carried. AYES: B. Heath, P. Muratore, F. Selleck. NAYES: None

​Insurance–Heath / Hunt:  Looking for online access.

​Zoning & Planning– Muratore/ Selleck: Nothing to report

​East Sidney Lake– Heath/ Selleck: The park is scheduled to open on April 29th.  Positions have been filled with returning staffing. A new “ held harmless” form is required for people renting the pavilion. Also, the truck was purchased for $ 11,050.00 to haul sewage from the park.

​Finance-Muratore/ Wilson:  Annual Report out and all looks good.

  IT– Hunt/ Muratore: Delhi Telephone Company ( DTC) evaluated East Sidney Lake to provide internet service. A line-of-sight connection with a bandwidth of 250M x 250M can be installed. Phase one would be done on the East side of the park. If successful, service will be extended to the rest of the park later. The cost is $ 240 per month. A motion was made by Mr. Hunt to approve DTC to install service to Sidney Lake and it was seconded by Mr. Selleck and carried. AYES: B. Heath, P. Muratore, W. Wilson. NAYES: None

​DCO liaison– Heath: There has been an uptick in the number of dogs

​NEW BUSINESS

UNFINISHED BUSINESS: Review procurement policy: Selleck proposed three changes to the procurement policy. For purchases up to $ 2,000, the wording was changed from “ purchase or order “ to  ‘ supporting documentation” Purchases between $ 2,000 to  $ 5,000 require two different oral and written quotes, and purchases from $ 5,000 to $ 19,000 require three oral and written quotes. Where the quotes are required, the bid goes to the lowest responsible bidder. The Town can purchase online following established guidelines for regular purchases. Motion to approve these changes was made by Mr. Wilson and seconded by Mr. Hunt and carried. AYES: W. Heath, P. Muratore, F. Selleck. NAYES: None
