The Combination Regular and 2020 Organizational meeting of the Sidney Town Board was called to order by the Supervisor at 7:00 p.m. January 2, 2020 in the boardroom at 44 Grand Street, Sidney. Prior to the meeting, bills were audited by the Board.

The following 8-part resolution is hereby offered for it’s adoption:
1.) The regular monthly meeting of this Board shall be held on the second Thursday of the month with an audit of the bills at 6:30 p.m., and commencement of the meeting at 7:00 p.m., unless notice to the contrary is given; motion by Mr. Selleck, seconded by Mrs. Hinkley and carried. 2.) NBT Bank of Sidney is named as the official depository of Town funds with JP Morgan Chase Bank N.A. being an additional depository. The Reporter shall be the official newspaper; motion by Mr. Cordes, seconded by Mr. Wilson and carried. AYES: G.Pigford, J. Hinkley, F. Selleck. NOES: None
3.) Alison Wilber is hereby reappointed as Town Code Enforcement Official and Dan Wilber is hereby reappointed as the Deputy Code Enforcement Officer for a 3-year term. Motion by Mr. Selleck, seconded by Mr. Wilson and carried. AYES: G.Pigford, J. Hinkley, Cordes. NOES: None
4.) Amy Cross is hereby reappointed as Dog Control Officer; for a 1-year term expiring December 31, 2020. Motion by Mrs. Hinkley, seconded by Mr. Cordes and carried. AYES: G. Pigford, E. Wilson, F. Selleck. NOES: None

Monthly reports of Supervisor, Bookkeeper and Town Clerk. Clerk is submitting checks totaling $258.40 in fees collected during December 2018.
HIGHWAY- Highway Superintendent James Roberts
Has agreement for the expenditure of Highway moneys. Pursuant to provisions of Section 284 of the Highway Law, we agree that moneys levied and collected in the Town for the repair and improvement of highways: 1) General Repairs in the sum of $ 115,000 to be set aside to expended to primary work and general repairs upon 56 miles. 2) Permanent improvements: The following sums shall be set aside to be expended for permanent improvement of town highways. Project is Pine Hill Intersection: 2.3 miles. Sum is $159,484.03 using Chip funds. This form request Town Supervisors signature along with all Board members.
Two trucks having issues, so down one truck so it’s taking a little longer to clear roads. Going to look into insurance as one of the trucks was in an accident last year and the cab was replaced but having mechanical issues which could have been cause by the accident.

Transition-Selleck & Wilson: Nate and Julie going to paint part of room for Court and other room is on hold and needs to be cleaned out but will be used for the Exec sessions.
Lois Green on floor made an announcement that the Planning Board is still looking for a secretary. which Mr. Pigford stated that is has been advertised.

LED Lighting: Wants to go with Option A as that option replaces the bulbs with brighter light of 4000 kilowatts. Motion to approve Option A made by Mr. Selleck and seconded by Mrs. Hinkley and carried. AYES: G. Pigford, P. Cordes, E. Wilson. NOES: None
Dear Town of Sidney Supervisor Pigford,
This is an update to inform of next steps for the Town of Sidney as NYSEG proceeds with implementation plans of the NYSEG LED Street Light Conversion Program to the Oneonta Service Territory in 2020.
NYSEG has placed on file the Town of Sidney letter dated February 27, 2018 stating an official interest to participate in the Program.
For next steps, attached please find a SAMPLE NYSEG Letter Agreement for your review.
The Agreement will be customized by NYSEG for the Town of Sidney into an executable document once the Town notifies NYSEG of its decision to implement either Option A or Option B and either 3000 Kelvin or 4000 Kelvin as discussed under Schedule B, Customer LED Fixture Selection, of the attached Agreement (see past page).
Please note that to best serve your municipality under this Program with either Option (A or B), it will be necessary to inform NYSEG of your decision to convert ALL street lights to an LED Correlated Color Temperature (CCT) of either 3000 Kelvin or 4000 Kelvin.
To serve as a guide, please see the attached digital photo, LED Illumination – 3000 K vs. 4000 K, which shows the difference between the type of light cast based on color temperature. 3000 Kelvin (yellowish) is seen on the left while 4000 Kelvin (white) is seen on the right.
Option A is the easiest and most hassle-free choice for the municipality as NYSEG will automatically convert the existing non-LED fixture with the recommended LED fixture equivalent (see SCHEDULE A, Non-LED Fixture vs. LED Fixture Lumen Equivalent in Agreement).
Option B is the opportunity for the municipality to manually select an LED fixture lumen level to replace an existing non-LED fixture. (see Schedule B in Agreement for more detail).
To summarize, please advise as to which Option- Option A or Option B- and which Correlated Color Temperature (CCT)- 3000 Kelvin or 4000 Kelvin- your municipality elects to pursue.
Once I have received notification of your decisions, it will be forwarded to our Corporate Office for creation of a final Agreement in the form of an executable document that will be emailed by me to you for signature and return to NYSEG. In addition, a list of eligible cobra head street lights for your municipality, with available LED Conversion replacements, will be provided.
Once NYSEG receives the signed Agreement, the total unexpired life cost for participation in this Program will be placed on a future NYSEG street lighting invoice for your municipality.
I look forward to your response on behalf of the Town of Sidney as planning continues for implementation of the NYSEG LED Street Light Conversion Program.
