The Regular meeting of the Sidney Town Board was called to order by the Eric Wilson Town Supervisor at 7:00 p.m. March 9, 2023, in the boardroom at 44 Grand Street, Sidney. Prior to the meeting, bills were audited by the Board.

 General A Fund Voucher: 23-62 thru 23-101 in the amount of $ 16,000.46  Motion by Mr. Selleck, seconded by Mr. Heath and carried. AYES: E. Wilson,  B. Hunt, P. Muratore. NAYES: None

B Fund Voucher:  23-4 in the amount of $ 4.36  Motion by Mr. Heath, seconded by Mr. Wilson and carried. AYES: F. Selleck, B. Hunt, P. Muratore. NAYES: None

East Sidney Lake Voucher:   23-7  thru 23-11 in the amount of $ 629.99. Motion by Mr. Muratore seconded by Mr. Selleck and carried. AYES: E. Wilson, B. Heath, B. Hunt. NAYES: None

SL Sidney Center Street Light: 23-2 in the amount of $ 300.12  Motion by Mr. Heath seconded by Mr. Muratore and carried. AYES: E. Wilson, F. Selleck,  Mr. Hunt. NAYES: None

Total General Vouchers: $16,934.93

 Highway DA Fund Vouchers:  23-42 thru 23-56  in the amount of $ 7,720.21 Motion by Mr. Selleck, seconded by Mr. Heath and carried. AYES: E. Wilson, B. Hunt, P. Muratore. NAYES: None

Total Highway Vouchers: $ 7,720.21

CM Hospital Fund Vouchers: 23-27 thru 23-45 in the amount of $ 15,574.00  Motion by Mr. Heath  seconded by Mr. Wilson and carried. AYES:  F. Selleck,B. Hunt,  P. Muratore. NAYES: None. 

Total Vouchers paid:  $ 37,229.14 

CORRESPONDENCE:  Frank Selleck: Comptroller found that Worcester town did not audit correctly with  procurement and article was passed to department heads for learning tool. 

REPORTS/DISTRIBUTED:

 Monthly reports of Supervisor, Bookkeeper and Town Clerk. Clerk is submitting checks totaling in 

$ 1,166.00 fees collected during February 2023 

REPORTS/ORAL

 HIGHWAY– Highway Superintendent James Roberts: Mr. Roberts, asked the board for motion to place ads for bids for mowing the properties in Sidney Center and for Highway Supplies. Mr. Wilson made motion to place ads in the paper and seconded by Mr. Heath and carried. AYES: F. Selleck, B. Hunt, P. Muratore. NAYES: None

Every person elected has to do a Record of Actively (ROA) ( for NYS Retirement). NYS Comptroller request a Resolution from the board for James Roberts, Jr and Sheila R. Paul. 

Mr. Roberts asked the board for a motion on the Resolutions 1-2023 for James Roberts, Jr and 2-2023 for Sheila R Paul. Motion was made by Mr. Wilson and seconded by Mr. Muratore and carried. AYES: F. Selleck, B. Heath, B. Hunt. NAYES: None

Two trucks are down and are in Oneonta, the Town Hwy crew has six routes to do and with two trucks down it’s taking a little longer. The crew is  getting the trucks cleaned up from the winter weather and getting ready for the warm months.

SUPERVISOR– Eric Wilson: We are in good financial shape as the T-bills are doing well, doing better than excepted. Final numbers should be coming in the near future. 

Met with Mike Sellitti from the Sidney Center Improvement group and James Roberts about having the Highway crew help with a playground, which is being put in the park in Sidney Center. 

BOOKKEEPER– Karen Kropp: Nothing 

TOWN CLERK– Sheila Paul:  February taxes are done. I would like to ask the board for a motion to add my Deputy Clerk Julie Stevens to my three bank accounts and any checks over $ 10,000.00 have two signatures. Mr. Wilson made the motion to add Deputy Clerk Julie Steven to the Town Clerks 3 banking accounts at NBT Bank in Sidney. Motion was seconded by Mr. Hunt and carried. AYES: F. Selleck, B. Heath, P. Muratore. NAYES: None

COMMITTEE REPORTS

​Highway-Selleck & Wilson: Mr. Selleck brought up that a 2004 International dump truck with plow  should be replaced for safety issues. Mr. Wilson stated that “ should start looking and see what is out there. 

Mr. Wilson asked, “ how many trucks does the town have” the town has ten trucks total, which includes a few pickup trucks with plows. 

Mr. Wilson mentioned that the board should take a tour of the garage and see what is here in equipment. 

A new Medium size truck has been purchased with a plow for $117,000. Looking for a larger plow truck as it takes short time to do roads as it holds more salt to do a larger route. 

​Hospital– Hunt/ Wilson:  Nate Quimet had to order a new heater for the Clinic basement that is rented out as the portable electric heaters where not working out. 

Looking at turning the old Skill nursing wing into senior apartments, this is at very beginning stage.  Going to have an architectural firm look at the space to see if this would be feasible. Would have a rental agency to overlook the rental units. The area is in decent shape. Lease for the Hospital with Bassett is still moving along and should be coming to an agreement soon. 

​Insurance–Heath / Hunt:  Sometime in May or June, should put together a risk management proposal so we can put it out for bids before the end of the year. 

​Zoning & Planning– Muratore/ Selleck:  Had a committee meeting to discuss the overlays for Hamlet View with information for Shelly Johnson-Bennett , Director of Planning/ Watershed Affairs. Within 2 weeks on Monday March 20th there will be a planning board which this information will be present. 

​East Sidney Lake– Heath/ Selleck:  Report given by John Nolan park manager: Letter went out to seasonal campers. The new septic truck is almost ready for the season. Did receive a renewal permit for sewage transport from the DEC. Looking into doing a playground. 

​Finance-Muratore/ Wilson: Mr. Wilson cover it under Supervisor report. 

  IT– Hunt/ Muratore: Mr. Muratore has set up a meeting with Edmunds Gov for Friday March 24th, looking at the Cyber security and all-around services. Webpage is up and running, still working out some glitches. Need to start working on notification services. Mr. Muratore also added, that our project could be good for a college student that is interested in IT . If anyone knows of a college student that is studying IT, this would be a great  opportunity for them. They can contract the Clerk’s office. 

 Would like to place some more camera at the East Sidney Lake. 

​DCO liaison– Heath: Nothing to report. 

​

NEW BUSINESS

Mr. Selleck did the yearly internal audit with the Town Court, and all went well. Will be sending the information to the Internal Audit Service. Will be scheduling audits for the hospital and the Clerk’s office. 

AED’s: Mr. Selleck would like to look into getting an AED for the Town building. Town Garage has one and they pay 120.00 a month for 3-year contract, which includes all maintenances. Mr. Selleck will research and will present what is found at the April Meeting. 

New York Department of Labor training regarding prevailing wage and steps on how to get a PRC#’s. Need to schedule this training with department heads to attend. 

Mr. Selleck is looking into a tax break that the county has approved for  volunteer firemen and emergency workers, waiting to see how other towns roll it out and what rules are applied. Wanted to let the people of Sidney know we are aware of it and will be working with it in a timely manner. 

UNFINISHED BUSINESS

Sidney Center Fire Department asked the board for 10,000.00 from the American Rescue Fund to help with the purchase of a pick-up truck to haul a trailer and a UTV for emergency rescue. Mr. Wilson made motion to approve this amount and it was second by Mr. Hunt and carried. AYES: F. Selleck, B. Heath, P. Muratore. NAYES:  None 

COMMENTS FROM THE FLOOR

Lois Green: Asked John Nolan what the seasonal cost for East Sidney Lake is . It is 1300.00. The grounds are open from May 4th to September 20th.
