The Regular meeting of the Sidney Town Board was called to order by the Deputy Supervisor at 7:00 p.m. May 12, 2022, in the boardroom at 44 Grand Street, Sidney.  Prior to the meeting, bills were audited by the Board.

APPROVE PAYMENT OF BILLS:

 General A Fund Voucher: 22-142 thru 22-177 in the amount of $ 42,649.25 Motion by Mr. Selleck, seconded by Mr. Hunt and carried. AYES: E. Wilson, B. Heath, P. Muratore. NAYES: None

East Sidney Lake Voucher:   22-13 thru 22-20 in the amount of $ 14,423.50 Motion by Mr. Heath seconded by Mr. Muratore and carried. AYES: E. Wilson, B. Hunt, F. Selleck. NAYES: None

SL Sidney Center Street Light: 22-5 in the amount of $ 254.81. Motion by Mr. Muratore seconded by

 Highway DA Fund Vouchers:  22-75 thru 22-88 in the amount of $ 6,054.86 Motion by Mr. Selleck seconded by Mr. Heath and carried. AYES: E. Wilson, B. Hunt, F. Selleck.  NAYES: None

Highway DB Fund Vouchers:  22-12 thru 22-17 in the amount of $ 35,343.76 Motion by Mr. Hunt and seconded by Mr. Muratore and carried. AYES: E. Wilson, B. Heath, F. Selleck.  NAYES: None

Total Highway Vouchers: $ 41,398.62

CM Hospital Fund Vouchers: 22-70  thru 22-86 in the amount of $ 18,258.01 Motion by Mr. Muratore, seconded by Mr. Wilson and carried. AYES: B. Heath, B. Hunt, F. Selleck. NAYES: None.

Total Vouchers paid:  $ 116,984.19

CORRESPONDENCE:  Town Clerk Sheila R Paul requested the Town Board to appoint her to the position of Marriage Officer. A motion was made by Mr. Wilson and seconded by B. Heath and carried.  AYES: B. Hunt, P. Muratore, F. Selleck. NAYES; None

REPORTS/DISTRIBUTED:

 Monthly reports of Supervisor, Bookkeeper, and Town Clerk.  The clerk is submitting checks totaling in

$ 1,076.00 fees collected during March 2022.

REPORTS/ORAL

 HIGHWAY– Highway Superintendent- James Roberts: Highway Superintendent James Roberts asked for a motion to the Town Board to be able to place a help wanted ad for 2 weeks,  as one of the Highway crew members is going on total disability.  A motion was made by Mr. Wilson and seconded by Mr. Hunt and carried. AYES: B. Heath, P. Muratore, F. Selleck. NAYES: None

  Mirabito Fuel was the only company that submit bids, which the town accepted.

 Spring Cleanup days were good but smaller than the past years.

 April 19th snowstorm was a lot of clean up for the crew and Gibson Rd was closed due to a tree down on power lines. Spoke with the Historical group on the fence they are working on placing around the pioneer cemetery and working on a grant to cover the cost.  

SUPERVISOR– Eric Wilson-  County meeting was good, and it was short.

BOOKKEEPER– Karen Kropp: Nothing to report

TOWN CLERK– Sheila Paul:  Taxes are done for 2022. The office will be closed on May 27th & May 30th for Memorial Day. Also announced that the office will be closed on Fridays starting on July 1st thru the end of August.

COMMITTEE REPORTS

​Highway-Selleck & Wilson:  Vouchers need to be signed by the person that places orders.

​Hospital– Hunt/ Wilson: A new tenant, a wrestling club, will be moving into the basement of the clinic. The club will be meeting after the clinic is closed during the week and on weekends.  There are still  6,000 to 7,000 square feet still available to lease in the hospital, but potential tenants need to be approved by the Bassett organization.

​Insurance–Heath / Hunt: Hunt is waiting to have a meeting with Bill VanGorder from NYMIR.

​Zoning & Planning– Muratore/ Selleck:  Have a  meeting  Monday, May 16th, and John Schaefer is the alternate planning board member.

​

East Sidney Lake– Heath/ Selleck:  Campsites are all set for the season and campgrounds should be filled by next weekend.

Working with Delhi phone company to install Wi-Fi in the campgrounds. There is the equipment needed to be purchased in the amount of $ 6,600 and a motion was made by Mr. Wilson and seconded by Mr. Hunt and carried. AYES: B. Heath, P. Muratore, F. Selleck. NAYES: none.

New York State Department of Health (DOH) will representatively do a site visit to determine what needs to be done to open the beach. Beach doesn’t normally open until kids are out of school, so there are lifeguards available to work. Mr. Selleck requested that signs be put up at the beach stating that it will open with DOH clearance. 

​Finance-Muratore/ Wilson: Need to tighten belts.

  IT– Hunt/ Muratore:  Need to check the website. The new website is Town of Sidney.com

​DCO liaison– Heath: Needs to touch base with A. Cross

​NEW BUSINESS

Town to appoint John Schaefer as an alternate planning board member. A motion was made by Mr. Wilson and seconded by Mr. Muratore and carried. AYES: B. Heath, B. Hunt, F. Selleck. NAYES: None.

Town justice requested a petty cash fund. Town Attorney Joseph Ermeti stated that most agencies do not have petty cash funds and suggested finding out why they need petty cash before the board makes a decision.

A discussed replacing lights in the town building with LED lights. NYSE&G has an incentive where they will pay for approximately half the cost.  Eastern Energy Solutions did the highway garage. The total cost for the town building will be $ 6,445.70 and NYSE&G will pay $ 3,100 and the town will be responsible for the balance. Councilmember Selleck “ Stated that the town is still working on a cover to portion.  A motion was made by Mr. Wilson to accept moving forward with installing LED lights for the town building and it was seconded by Mr. Heath and carried. AYES: B. Hunt, P. Muratore, F. Selleck. NAYES: none
